The Council on Legislation

The Council on Legislation is Rotary’s Parliament.
It meets every three years in Chicago for enactments and every year on line for resolutions.
Each of the Rotary districts worldwide chooses a representative, Past-Governor, for a three-year term.
These members represent their districts at all three meetings of the Council on Resolutions and at the Council on Legislation during their term.
The Council on legislation has the power to review and vote on proposed changes amend the statutes and rules of procedure of Rotary, the standard statutes of the Rotary club, and to fix the amount of the membership fee to Rotary International.
The Council on resolutions vote on requests to the Board or the Trustees to take an action that is outside the purview of the constitutional documents.
Clubs, district conferences, RI Board and RIBI Council may submit projects.
Each of these drafts is debated in a plenary session and decided by a vote.
Amendments adopted by the Council are incorporated into existing texts (Manual of Procedure)
Resolutions are included in the record of the decisions of the Council on legislation
